  • Engagement in the next phase of the development of the Bradford district and Craven Integrated Care Partnership (ICP).
  • Review and reflect on progress made within our partnership – where we have been since signing our Strategic Partnering Agreement (system operating model) in 2018. 
  • Demonstrate how our system operates as an ICP through lived examples of our partnership.
  • Develop a collective understanding of the next steps in Integrated Care development.
  • Enable key system partners to make cross-system connections and understand each other’s perspectives and challenges.

Louise is a director of Newline Care Home Ltd and Newline Care Services Ltd. Her role as Business Manager for the two organisations provides her with the experience and knowledge of both the care home and domiciliary care sectors. Louise is also a director and Co-CEO of Bradford Care Association Ltd. A founder member of the Bradford Care Association Louise has overseen the development and progression of the organisation vision and strategy to support independent care providers to provide the highest quality of care to the people of Bradford.
Prof Brendan Brown

Chief Executive Airedale NHS Foundation Trust

Partnership Lead Airedale, Wharfedale and Craven Health and Care Partnership

Brendan was appointed in 2018 to the joint position of Chief Executive, Airedale NHSFT and Partnership Lead for the Airedale, Wharfedale & Craven Partnership.
He has previously held the position of Executive Director of Nursing/Deputy Chief Executive at Calderdale & Huddersfield and Burton Hospitals NHS Foundation Trusts. Brendan has a clinical and therapeutic background, and holds a Masters with Distinction from the University of Nottingham. He has a proven track record for health and care leadership, and consistent improvements in the delivery of healthcare across hospital and community settings.

He is the Senior Responsible Officer for workforce across the Bradford and Airedale place, and for the West Yorkshire and Harrogate Health and Care Partnership Board. Brendan was also selected to participate in first cohort of The National Leadership Centre programme, a cabinet supported programme developed to enhance the social and economic well-being of the country by supporting the leaders of public services to work together across the public sector system.

Dr Richard Haddad

Bradford Care Alliance

The Bradford Care Alliance Chair is Dr Richard Haddad, who is also a practicing GP Partner at the Saltaire and Windhill Medical Partnership. Richard has years of experience of the politics and challenges in Bradford from his CCG Clinical Board and Out of Hospital days, and is acknowledged as a natural leader and relationship builder. His approach relies on collaboration and engaging those that deliver change, building from the ground up in primary care and community services.

Leader City of Bradford Metropolitan Council

Bradford Council Ward Councillor (Labour) Windhill & Wrose

Councillor Susan Hinchcliffe was elected Leader of Bradford Council in May 2016 and Chair of West Yorkshire Combined Authority in 2017. As such she is delighted that the region has now secured a West Yorkshire Mayoral Devolution Deal.

Susan chairs the Health and Wellbeing Board and serves on the WY ICS.

Before politics Susan had a wide ranging career, from running her own business, to working in marketing and spending five years in a management role at a national newspaper. She also worked for Business in the Community for 10 years where she was Head of Regeneration.

Chief Officer

Bradford District and Craven Clinical Commissioning Group

Helen became the accountable officer for Bradford District and Craven Clinical Commissioning Group (CCG) in April 2020 following the merger of Airedale, Wharfedale and Craven, Bradford City and Bradford Districts CCGs. Helen had been the accountable officer for the three CCGs since October 2016 and prior to that for two of the CCGs since their establishment. In the last few years Helen has also combined her Bradford work with interim roles with NHS England (director of CCG development) and with the Vale of York CCG (accountable officer). Helen has worked in Bradford since 1992 and was the deputy chief executive of the former Bradford and Airedale Teaching PCT. In 2010 Helen took a two year secondment with the Department of Health as programme director for primary care commissioning as part of the NHS Commissioning Board establishment team. Helen leads the System Leadership and Development programme for West Yorkshire and Harrogate Health and Care Partnership (ICS) and is the lead Accountable Officer for West Yorkshire and Harrogate Mental Health, Learning Disabilities and Autism Programme.

Strategic Director Health and Wellbeing

City of Bradford Metropolitan District Council

Iain MacBeath is Strategic Director of Health and Wellbeing for Bradford Metropolitan District Council. He has responsibility for adult social care, public health and is a system partner in the Bradford Integrated Care Partnership. Prior to this Iain was Director of Adult Care Services for Hertfordshire County Council.

Iain started work as a civil servant for the Benefits Agency (as was). He then worked for Social Services in his home town of Barnsley in both Children's and Adult's Services. After moving to Hertfordshire in 1999, he spent five years working for the Probation Service, returned to Social Services for the London Borough of Barnet and became Assistant Director of Adult Care Services for Hertfordshire in 2008. He became Director in 2013.

Iain is a Trustee of the national Association of Directors of Adult Social Services as Honorary Treasurer and is Network Chair for Care Commissioning in the Yorkshire & Humber regional branch.

Roy Lilley

Health and social care policy analyst, writer and broadcaster

Roy Lilley is a health policy analyst, writer, broadcaster and commentator on the NHS and social issues. He was the vice-chairman of West Surrey and North East Hampshire Health Authority and formerly a Conservative member of Surrey Heath Borough Council where he was Mayor in 1988/89. Between 1991 and 1995, he was the chairman of the Homewood NHS Trust, Chertsey Surrey. He was a Visiting Fellow at the Management School, Imperial College in London and at the Centre for Health Services Management, University of Nottingham.

He has written for the Guardian, Sunday Times, Daily Telegraph and other newspapers, journals and management periodicals including having a regular column in the Pharmaceutical Marketing magazine.

He runs the nhsManagers.network which produces an opinionated free newsletter four times a week and claimed to reach 300,000 NHS managers. It is supported by the Institute of Healthcare Management. He is also author of over twenty books on health and health service management.

Roy was an active opponent of the Health and Social Care Act 2012 and during the campaign produced a draft NHS Emergency Powers Act giving an alternative approach to NHS reform. In 2013, he chaired the People’s Inquiry into London’s NHS. In March 2014, he was reported as saying, in connection with the care.data controversy, that better use of data was vital to improve the quality of care but that politicians had made it more difficult for the public to believe their commitments about the future use of the records, because previous ministers’ pledges - such as a promise to have no top-down reorganisation of the NHS - had been broken.

Roy currently lives in Camberley, Surrey.

Chief Executive

Bradford District Care NHS Foundation Trust

Therese Patten is the current Chief Executive at Bradford District Care Foundation Trust, joining in September 2020 following her role as Deputy Chief Executive and Director of Strategy at Southport and Ormskirk Hospital NHS Trust. Therese has also worked at a Board level at Alder Hey Childrens NHS Foundation, 5 Boroughs Partnership NHS Foundation Trust, and Liverpool Community Health. Prior to this experience, which began in 1999 when Therese joined the NHS, she spent nine years working health development in Zimbabwe, Somaliland, and Pakistan.

Chief Executive Officer Bradford Teaching Hospitals NHS Foundation Trust

Partnership Lead Bradford Health and Care Partnership

Mel Pickup was appointed as Chief Executive of the Trust in November 2019. Mel qualified as a Registered General Nurse in 1990. Mel has worked in a number of management and leadership roles across Yorkshire and the Northwest.

Mel was Chief Executive of The Walton Centre NHS Foundation Trust from January 2007 (Taking it through its Foundation Trust application to a successful conclusion) prior to her appointment with Warrington and Halton Hospitals NHS FT in 2011, and now Bradford Teaching Hospitals NHS FT.

In 2015 Mel was invited by Baroness Cumberledge to be the provider Chief Executive representative on The National Maternity Review and continues to work in support of the maternity transformation programme as a member of the stakeholder council.
Mel is the system lead for the Bradford Health and Care Partnership. As a member of the West Yorkshire Association of Acute Trusts, Mel leads on critical care and chairs the WYHP PPE Board.

Chair of Bradford Voluntary and Community Sector Assembly

Kim has been the CEO at The Cellar Trust since November 2014. Before moving into the Voluntary and Community Sector (VCS), she worked in organisational development, employee wellbeing and communications roles within the public sector. Kim is currently the Chair of Bradford Voluntary and Community Sector Assembly: which is the VCSE voice and influence structure for the District. She represents the sector at the Strategic Coordination Group, the Wellbeing Board, Health and Care Executive and is a member of the NHS England Adult Mental Health Steering Group, and Health Education England Peer Support Implementation Board. She has an MSc in Leadership and Management and is an Institute of Leadership and Management qualified coach.
Rob Webster CBE

Lead Chief Executive for West Yorkshire and Harrogate Health and Care Partnership

Chief Executive South West Yorkshire Partnership NHS Foundation Trust

Rob is Chief Executive of South West Yorkshire Partnership NHS Foundation Trust and is responsible for leading the organisation and its 4200 staff. Rob is also Lead Chief Executive for the West Yorkshire and Harrogate Health and Care Partnership [Integrated Care System]. This sees him bringing together West Yorkshire and Harrogate health and care leaders, organisations and communities to deliver ambitious plans for improved health, care and finances for 2.7 million people. Rob is an active member of the NHS Assembly and contributes to a number of national programmes.

Rob has worked in healthcare since 1990, taking on national leadership roles in the Department of Health on policy, transformation and delivery. He has been a director for both the Prime Minister's Delivery Unit in the Cabinet Office and a national public/private partnership. He was Chief Executive of the NHS Confederation between 2014 and 2016, having proven to be a successful Chief Executive in the NHS since 2007, running a number of commissioning organisations and providers of NHS services. He has chaired formal cancer, primary care, community trust and learning disability networks.

Rob is defined by a values based approach to leadership. He is a visiting Professor at Leeds Beckett University and was proud to be made a Fellow of the Queen’s Nursing Institute in 2014. In May 2016, Rob became an Honorary Fellow of the Royal College of General Practitioners. In 2020 he was made a Commander of the Order of the British Empire (CBE).
